Humanity & Inclusion (HI) has designed a new e-learning as an entry point for all humanitarian programme staff interested in understanding more about how to use the Washington Group Questions (WGQs) and how to analysethe data generated.
The 4 module online course provides the learner with a comprehensive overview of the WGQs. The curriculum starts by introducing how to identify persons with disabilities using the rights-based approach and why it’s important. It then goes on to uncovering the essential elements involved in planning and using the WGQs and the data generated.
The curriculum is structured as follows:
· Module 1 - An introduction to identifying persons with disabilities (duration: 20 minutes): This module sets the scene by defining the human-rights based approach, and how this approach supports the identification of persons with disabilities when using the WGQs.
· Module 2 - Collecting data on persons with disabilities for inclusive humanitarian action (duration: 20 minutes): This module sets out the obligations that humanitarian responders have to collect data on persons with disabilities and explores where in the humanitarian programme cycle such data can be found and collected. It also introduces the WGQs.
· Module 3 - The application of the WGQs in humanitarian action (duration: 60 minutes): This module deepens the understanding of the WGQs, from planning to data collection. Filled with case studies, it provides the back-bone of content required to use the WGQs in humanitarian action.
· Module 4 - Analysing the WGQs data and exploring its use (duration: 20 minutes): Through videos, the data analysis process is presented and explained, and a collection of case studies are used to display the potential ways the data can be used towards inclusive humanitarian programming.
How was the e-learning developed?
HI gathered inputs from over 30 humanitarian organisations working in 22 countries to inform the design of the e-learning. Specific focus was given to the development of open source materials that would be accessible with screen readers, on mobile phones, and in hard to reach locations. The content was then developed by selected subject matter experts in inclusive humanitarian action, disability and statisticians. Additionally it is being translated in French and Arabic.
The e-learning is rooted in the findings of an action-research (see joint report with Leonard & Cheshire) conducted by HI over the past two years.
